Yes! Being able to post and being able to get avatars are completely independent proccesses. As long as the avatar in question doesn't involve any actions you cannot do when silenced, you're good to go.

Hi CQ! :) Thank you for reading this! I'm wondering if "art adoption" is allowed? Like if an artist has random pieces of art or old character art they don't need, are they allowed to put them up for free use (not for contest use)- like for pet page applications or project pages? Hi, CQ! First of all, I would like to thank you all of you for making Masila's cloak. I'm a big fan of the Thieves Guild and have been hoping this cloak would come out in the new collectible collection. So thank you so much! *leaves a big huge plate of cupcakes.* But the cloak is currently glitched on Lupes and Unis, as far as I know at the moment.. is it possible to have this issue looked into? Glad you're enjoying the latest item! The issue is a weird quirk with how the layers work, but we'll look into if its something we can fix!

Hello, my question is in regaurds to the relationships our pets (or characters) can have between each other. From previous answers to questions it has been determined that pets CAN have families but not a love relationship. There is no romance for the pets at all (this is in the terms and conditions FAQ) however TNT themselves have pets in a romantic relationships within plots. Why is it then that we are not allowed to have relationships within our own stories? ~ book_moon
So, the reason romantic relationships have appeared in official events/plots, is that when we write them, we can control them and be sure that everything is appropriate for Neopets and our users. However, when it comes to your own writing, it's much harder to control keeping everything appropriate, so it's best for all of you guys and the site to just not allow romantic relationships at all.
